Joe Gallant serves as the Chairman of the Board of Directors at TomCat’s Place II, where he brings a strong sense of leadership, purpose, and compassion to every decision made in support of the organization's mission. With extensive experience as the Director of Programming at the Aileen O’Connor Halfway Facility, Joe has built a reputation for fostering impactful programs that support rehabilitation, reintegration, and long-term success for justice-involved individuals. Joe's work is driven by a deep commitment to creating safe, supportive environments that empower individuals to rebuild their lives. As Chairman, he plays a key role in guiding TomCat’s Place II’s strategic direction, strengthening its operational framework, and championing initiatives that improve outcomes for residents. Whether he’s collaborating with leadership, mentoring peers, or helping shape future programming, Joe’s calm, thoughtful approach and hands-on leadership style consistently elevate the organization’s mission. Outside of work, he values quiet downtime and enjoys recharging with a bit of TV from the comfort of his couch.
Justin Smith, Co-Chairman
Justin Smith is the Co-Chairman of the Board of Directors at TomCat’s Place II, bringing a unique blend of lived experience, leadership, and innovation to the organization’s mission. With over a decade of experience in nonprofit administration and program development, Justin has dedicated his career to creating pathways of opportunity for individuals facing life’s toughest challenges. As Program Director at TomCat’s Place II and a Columbia University Justice Through Code Fellow, Justin combines strategic vision with hands-on leadership. His background includes work in reentry services, sober living support, and administrative transformation, all grounded in a deep commitment to justice, recovery, and second chances. Through his leadership on the Board, Justin ensures that TomCat’s Place II remains aligned with its core values—integrity, dignity, and community—while driving forward new initiatives that promote long-term stability and success for its residents.
Thomas Cardona, Vice Chairman & Co-Founder
Thomas Cardona is the Vice Chairman of the Board of Directors and Co-Founder of TomCat’s Place II—a role that reflects both his heart for service and his personal journey through recovery and redemption. Drawing from lived experience, Thomas co-founded TomCat’s Place II with a vision to create more than just a sober living home—he set out to build a space filled with structure, accountability, and genuine compassion. His journey is a testament to transformation. Having walked the road himself, Thomas understands the challenges faced by those in recovery and brings unmatched authenticity and empathy to his leadership. He is deeply involved in shaping the house culture, ensuring every
resident feels seen, supported, and empowered to take the next steps in their life journey. As Vice Chairman, Thomas helps steer the organization’s growth while staying grounded in its mission: to offer “Homes with a Heart.” His ability to lead with purpose, while never losing sight of the human stories behind the work, makes him an invaluable pillar of TomCat’s Place II.
Liz Sendra, Treasurer
Liz Sendra serves as the Treasurer of the Board of Directors at TomCat’s Place II, where her dedication to transparency, accountability, and financial stewardship plays a vital role in the organization's stability and growth. With a sharp eye for detail and a heart for service, Liz ensures that every dollar is used with purpose—supporting the mission to provide safe, supportive housing and wrap-around services to those in recovery. Liz brings a background in both finance and community work, making her uniquely equipped to manage the financial responsibilities of the organization while also staying deeply connected to its impact. Her work behind the scenes—from budgeting and compliance to fundraising support—is essential to keeping TomCat’s Place II on solid footing as it continues to expand its
reach. More than just a numbers person, Liz is passionate about making a difference. Her belief in second chances and community healing shines through in her commitment to the board and to every resident who walks through the door.
Catherine Caban-Cardona, Secretary of the Board of Directors & Co-Founder
Catherine Caban-Cardona is the Secretary of the Board of Directors and Co-Founder of TomCat’s Place II, where her leadership, compassion, and commitment to recovery serve as guiding forces behind the organization’s mission. With a heart for healing and a vision for structured, empowering environments, Catherine helped lay the foundation for what has become a beacon of hope for individuals seeking a fresh start. As Co-Founder, Catherine has been instrumental in shaping both the administrative and emotional core of TomCat’s Place II. She ensures that all communications, documentation, and board proceedings are organized, clear, and in alignment with the organization’s values. Her
role extends far beyond secretarial duties—she is the heart of the house, often serving as a mentor, advocate, and support system for residents and staff alike. Driven by lived experience and a deep belief in second chances, Catherine’s leadership reflects her unwavering dedication to building “Homes with a Heart.” Her ability to lead with both structure and compassion has been key to the organization’s success and its growing impact in the recovery community.
